VMRA-SAT is available in two complementary versions, allowing veterinary medicines regulatory authorities to engage with the tool at a level that matches their needs, resources and stage of development. Both versions are built on the same framework and are designed to support countries in understanding and strengthening their veterinary medicines regulatory systems.
Desktop
The full VMRA-SAT is a comprehensive desktop application that is downloaded and installed on a local computer. It is currently available in English, French and Spanish, helping to make the tool accessible to veterinary medicines regulators across a wide range of countries and regions. Countries wishing to obtain the software can request access by completing the form below.
The desktop version contains the complete VMRA-SAT framework, including all regulatory functions, indicators and sub-indicators. Each sub-indicator is supported by detailed guidance that explains what is being assessed and the types of evidence that should be considered during the assessment process.
To complete the assessment, the National Regulatory Authority (NRA) reviews each sub-indicator and records how its current systems, processes and activities address the requirements described. The NRA is also expected to reference supporting evidence that demonstrates how the requirement is being met. This structured, evidence-based approach helps identify strengths, gaps and areas for improvement across the regulatory system.
Where gaps are identified, the NRA can develop an Institutional Development Plan (IDP) within the tool. This allows users to record recommended actions, assign responsibilities and define priorities to support continuous improvement and regulatory system strengthening.
Because the assessment is detailed and covers the full regulatory framework, completion of the desktop version typically requires the involvement of a multidisciplinary team and may take several days or weeks, depending on the size and complexity of the regulatory authority. This collaborative process helps ensure that the assessment reflects the organisation as a whole and supports informed planning for future development.
Further information on the assessment process and the benefits of VMRA-SAT can be found on the Regulators page.

The Lite Web Version (WebApp) of VMRA-SAT has been developed to make the tool more accessible to a wider range of countries, particularly those at an earlier stage of their regulatory strengthening journey. It provides a simple and practical way for veterinary medicines regulators to begin assessing their regulatory systems without the time and resource commitments associated with a full assessment.
The web-based version enables regulators to obtain an early, indicative view of regulatory maturity across all core regulatory functions. This helps authorities understand the scope, purpose and potential value of VMRA-SAT before deciding whether to undertake the more comprehensive assessment provided by the desktop version.
The tool includes all the same regulatory functions, indicators and sub-indicators as the full desktop version. However, instead of requiring detailed written responses and evidence references, the assessment is presented as a series of simple questions that can be answered with a "Yes" or "No". These questions have been derived from the requirements contained within the VMRA-SAT fact sheets, allowing users to complete the assessment quickly and easily.
Based on the responses provided, the tool can automatically generate draft recommendations for areas where gaps have been identified. These recommendations can form the basis of an Institutional Development Plan (IDP), helping authorities identify potential areas for improvement and prioritise future strengthening activities. As there is no requirement to enter detailed narrative responses, the assessment can generally be completed more quickly than the full desktop version.
Importantly, the web-based version is not intended to replace the full desktop tool. Rather, it serves as an entry point, encouraging broader participation and helping countries prepare for more detailed assessment, evidence gathering and improvement planning when they are ready. It supports progressive engagement, allowing authorities to move forward at a pace that reflects their own circumstances and available resources.
The web-based version is accessible through any internet browser on computers, tablets and smartphones and is currently available in English, French, Spanish, Arabic and Russian. The tool will continue to evolve over time, with further enhancements and functionality improvements being introduced in response to user feedback and experience.
