VMRA-SAT WebApp User Manual

How to create, complete, share and report a collaborative country assessment.

Purpose: This WebApp provides an early, indicative view. It does not replace the complete desktop VMRA-SAT or a formal assessment.
Five-stage assessment journey: Create, Share, Assess, Review and Report.

Animated quick start

Captioned animated quick-start guide.

1. Understand the eight functions

The tool covers eight connected regulatory functions. Each has a distinct accessible colour, code, name and description.

VRSNational Regulatory System
VMAMarketing Authorisation
VPVPharmacovigilance
VMSMarket Surveillance
VLELicensing of Establishments
VRIRegulatory Inspection
VLTLaboratory Testing
VBRBatch Release

The WebApp is a gateway to deeper evidence gathering and planning. Use it to identify discussion points and gaps, not as independent certification.

2. Prepare the team

Recommended roles

  • Coordinator: creates and protects the session, assigns work and monitors completion.
  • Function lead: coordinates evidence review and agrees responses.
  • Contributor: enters answers using their own name.
  • Reviewer: resolves disagreements and approves final results.
  • Administrator: supports hosting, backups and troubleshooting.
Evidence: The current WebApp does not collect comments or upload evidence. Keep evidence in a separate approved folder.

3. Language and accessibility

English, French, Spanish, Russian and Arabic language options and text-size controls.

Choose English, French, Spanish, Russian or Arabic at the top of the dashboard. The selected language is carried into function pages. Arabic uses right-to-left layout.

Use A−, A and A+ to adjust text. Function codes, names, completion, status and maturity labels accompany colour.

4. Create a secure assessment

  1. Select Create assessment.
  2. Choose the WOAH Member.
  3. Enter the assessment date.
  4. Enter a clear assessment name such as Baseline 2026.
  5. Enter your contributor name.
  6. Select Create secure assessment.
  7. Copy the access code and sharing link immediately.
Critical: The access code cannot be recovered or reset.

5. Join or resume

Open the shared link or choose Join assessment and enter the Assessment ID, access code and your own name. Confirm the country, date and assessment name before editing.

6. Use the dashboard

Illustrated dashboard with assessment summary, report controls and eight function cards.
  • Overall completion counts answered questions.
  • Functions completed counts functions at 100% response completion.
  • Reports are available as HTML, PDF or Word.
  • Function cards show completion, latest editor and function-level maturity.

7. Complete a function

Illustrated sub-indicator with maturity, status, fact-sheet link, questions and editor.
  1. Open the indicator group and read the sub-indicator.
  2. Use Open Fact Sheet when clarification is needed.
  3. Review evidence.
  4. Select Yes or No.
  5. Use Not applicable only where the tool permits it.
  6. Wait for Saved.

A No response triggers the Proposed IDP and Rationale in the IDP and Full reports.

8. Interpret completion and potential maturity

Cumulative maturity ladder from Incomplete to Gold-Plus.

Completion measures whether questions were answered. Potential maturity is calculated separately for each function and appears only when that function is 100% complete. The rule is cumulative: lower levels must be met before higher levels.

9. Collaborate safely

Four contributors connected to one country assessment.

Everyone with the link or code has full editing access. Different questions save independently. If two people edit the same question, the last successful save wins.

  • Assign function leads.
  • Avoid editing the same sub-indicator simultaneously.
  • Use individual names.
  • Resolve disputed answers, then let one person enter the final response.

10. Use the linked fact sheets

Select Open Fact Sheet beside the matching sub-indicator. On the hosted website it opens in a new tab and moves directly to the relevant fact sheet. Read the requirement, evidence, rating scale and limitations, then return to the assessment.

Local preview: A fact sheet may open in the same tab. Use the Back button.

11. Generate reports

Examples of Responses, IDP and Full reports.

Responses

All displayed questions and selected responses.

IDP

Every No question followed by its Proposed IDP and Rationale.

Full

Responses followed by all relevant IDPs and rationales.

Choose HTML, PDF or Word first. Word report content uses Arial. The WebApp does not collect a separate comment or evidence field.

12. Facilitate a country assessment

  1. Confirm purpose, scope and participants.
  2. Demonstrate one function and fact sheet.
  3. Review evidence and record agreed answers.
  4. Quality-check incomplete functions and No responses.
  5. Review the IDP Report and agree priorities.
  6. Generate and store the final reports securely.

13. Protect access and data

  • Use the HTTPS address showing a padlock.
  • Share the code/link only with authorised contributors.
  • Do not publish the code.
  • Leave the session on shared computers.
  • Back up the database regularly.
The shared link/code grants full editing access; it is not read-only.

14. Troubleshooting

Troubleshooting path for joining, saving and fact-sheet problems.
Cannot join

Check the Assessment ID, access code and internet connection. Do not repeatedly guess.

Answer not visible to another user

Wait for Saved, reconnect, then bring the other tab to the front or refresh the dashboard.

Function remains Incomplete

Find unanswered applicability or Yes/No questions. Every applicable question needs a response.

Report does not download

Use HTML. For PDF use Print/Save as PDF. Ask the administrator about Composer or ZipArchive.

Access code lost

It cannot be recovered or reset. Create a new assessment.

15. Final checklist

  • Correct country, date and assessment name
  • Individual contributor names used
  • All function leads reviewed answers
  • Evidence considered outside the WebApp
  • Incomplete functions checked
  • No responses reviewed
  • Potential maturity interpreted by function
  • Reports saved securely
