
Alongside the full desktop tool, we developed a simpler web-based preliminary assessment version of VMRA SAT to make the tool more accessible to a wider range of countries.
The web-based version enables regulators to gain an early, indicative view of regulatory maturity across all core functions. This helps authorities understand both the scope and the value of VMRA SAT before deciding whether to proceed to the more detailed assessment.

The primary aim was to lower the entry barrier for countries that are at an earlier stage in their regulatory strengthening journey.
For many authorities, undertaking a full self-assessment can be challenging due to constraints on time, capacity or resources. The web-based version provides a lighter starting point, allowing countries to engage without the commitment required for the full desktop assessment.
It has been designed to encourage wider uptake and engagement, particularly among least developed countries and first-time users, and to support progressive engagement, so countries can move at their own pace.
Importantly, the web-based version does not replace the desktop tool. Instead, it can act as a gateway, supporting initial reflection and helping prepare countries for deeper assessment, evidence gathering and planning when they are ready. It is accessible via computers, tablets or smart phones with internet access.
The outputs from the web-based version can also help facilitate early dialogue with partners and stakeholders by providing high level insights.
Overall, this approach aligns with a broader objective of making VMRA SAT more scalable, inclusive and globally accessible, while preserving the depth and rigour of the full assessment tool.
