The VMRA-SAT is a structured, evidence-based tool designed to help countries understand and strengthen their veterinary medicines regulatory systems. Modelled on the WHO Global Benchmarking Tool, it covers eight core regulatory functions that together define a capable and resilient national veterinary medicines regulatory authority.

This web-based version was developed alongside the full desktop tool to make VMRA-SAT more accessible to a wider range of countries. Its primary aim is to lower the entry barrier for authorities at an earlier stage in their regulatory strengthening journey. For many regulators, undertaking a full self-assessment can be challenging due to constraints on time, capacity or resources. The web-based version provides a lighter starting point, enabling countries to gain an early, indicative view of regulatory maturity across all core functions and understand the scope and value of VMRA-SAT before deciding whether to proceed to the more detailed assessment. It is designed to encourage wider uptake, particularly among least developed countries and first-time users, and to support progressive engagement so that countries can move at their own pace.

This web-based version does not replace the full desktop tool. Rather, it acts as a gateway, supporting initial reflection and helping authorities prepare for deeper assessment, evidence gathering and planning when they are ready. The outputs can also help facilitate early dialogue with partners and stakeholders by providing high-level insights into regulatory maturity.
